Dear Crowe,
I enclose a memorandum on the terms of existing con-
tracts regarding purchase of material in the case of Chi-
nese railways built with British capital.
This will, I think, define the two phrases in our 66 recent draft telegram of instructions regarding the Boxer
Indemnity, viz: "especially those lines in which British
"financial interest has been particularly concerned", and
"with regard to rehabilitating and building of railways "from the Indemnity funds remitted or from loans secured
"on the said funds the terms of existing contracts will
"be taken into consideration."
I enclose copies of the draft telegrams as I am not
sure whether you have them. They have been sent to the
Board of Trade, 0.0., and Treasury for concurrence,
and
I am sending a copy of this letter with its enclosures
to Fountain, Ellis, and aley respectively.
